New Delhi : India can look forward to some "significant" investments in the country's education sector in the 11th Five-Year Plan (2007-12) based on some radical recommendations given by the National Knowledge Commission (NKC), its chairman Sam Pitroda said Friday.
"In the 11th Five Year Plan, some significant investments are coming in the education sector, ranging from elementary, primary to higher education...
"This can be done from both the private and public sector. We have to build the education sector on the PPP (private-public-partnership) model," said the Chicago-based technocrat-entrepreneur during the launch of the commission's first survey report that seeks to build a knowledge-based economy.
"Everything we are trying to do (through the commission) has an element of generational change in it. We also know that change is not possible overnight, the process of reform and change is always slow," he added.
The NKC survey report has highlighted how any economic activity contributing to the country's development is based on innovation. The report stresses on the need to constantly engage and encourage innovative activities as the key enabler to the country's socio-economic growth competitiveness.
The NKC, set up by Prime Minister Manmohan Singh in 2005 with the objective of introducing some radical transformation in the country's knowledge sector, is expected to create a fundamental change in higher education, vocational training, libraries, e-governance, right to education and translations.
"Most of our activities regarding libraries, e-governance and translation are going on," Pitroda said, adding that the NKC had recommended that the government set up a national commission on libraries for three years to address issues such as information and learning needs of people.
Some of the other recommendations of the NKC include development of the translation industry, teaching of English as a language along with the first language from Class I, building of a national knowledge network and creation of more universities.
